1. HUMAN RIGHTS TALK: Human rights under pressure – Exceptional circumstances as the new normal in Europe?

The event is organized by the Research Centre Human Rights of the University of Vienna in cooperation with the Ludwig Boltzmann Institute of Human Rights.

Thanks to progress made in past decades, Europe boasts one of the most sophisticated systems of rights protection. Protection which, in the current political climate, is at stake. Basic human rights are seriously under threat in Hungary, Poland and Russia, to name a few; whilst Turkey, in the wake of the failed coup of July 2016, has declared a state of emergency that was swiftly followed by the arrest and detention of judges, journalists and political opponents. Even the oldest democratic countries have adopted, or are considering, emergency legislation that patently undermines human rights principles: Following the terrorist attacks of 2015 and 2016, France declared and prolonged a state of emergency, which has partly led to restrictions of the right to privacy and the right to freedom of assembly. A year after the number of refugees arriving in Austria peaked, a discussion on the legitimacy of adopting an emergency act began here too, towards restraining and suspending the right to asylum of those arriving. International law does admit the temporary suspension of certain rights under exceptional circumstances: but, are all those measures justifiable, how far can a state go and is the exception becoming the rule for human rights in Europe?

Rubina MÖHRING (Reporters without Borders), Manfred NOWAK (Research Centre Human Rights), Lukas OBERNDORFER (AK Wien), Hannes TRETTER (Ludwig Boltzmann Institute of Human Rights) and Şerife Ceren UYSAL (Turkish lawyer), will discuss. Moderation: Eva  ZELECHOWSKI (Wiener Zeitung).
